Rules & Guidelines To BOVAEA’s Estate Agents Examination

What are the rules and guidelines to take the Estate Agents Examination conducted by BOVAEA or LPPEH? Below is an extract from the Rules & Guidelines to Estate Agents Examination handbook issued by BOVAEA.


Examination Eligibility

  • PART 1
    • Candidates must show proof to the satisfaction of BOVAEA that he/she possess not less than a Sijil Pelajaran Malaysia or its equivalent with not less than five (5) subject passes of which at least three (3) shall be credit level passes and at least one (1) of the credit level passes shall be in Mathematics/Science/Accounts/Commerce
  • PART 2
    • Candidates must show proof that they have passed PART 1 of the examination

Examination

  • The examinations will be held twice a year, in May and October
  • The Application Forms for the Estate Agent Examination can be procured from BOVAEA or LPPEH
  • The date of the examinations shall be published in at least two local newspapers
  • Completed application forms must be submitted to BOVAEA on dates as specified by BOVAEA
  • There are six (6) subjects each for PART 1 and PART 2
  • A candidate may take all or at least two (2) of the six (6) subjects in the respective part at one sitting and be given credits for the subjects passed which shall lapse at the end of the third year
  • A pass in all the six (6) subjects in PART 1 makes the candidate eligible for PART 2. Candidates must take the PART 2 examination not later than five (5) years after passing all the subjects in PART 1 examination
  • Candidates will be conferred the Diploma In Estate Agency by BOVAEA once he/she passes all the subjects in PART 2 and he/she will be eligible for the Test of Professional Competence
  • Each subject consists of seven (7) or eight (8) questions and candidates will be required to answer 4 questions from the former and five (5) questions from the latter. The format of all the questions will be of a subjective nature and the same comprises of theoretical and problematic questions
  • The candidate may answer the Estate Agent Examination questions in Bahasa Malaysia or English Language
  • The PASSING MARK for each subject of the Estate Agent Examination shall be 50%

Results

  • The Registrar of BOVAEA will notify each and every candidate immediately after the results of the Estate Agent Examination has been decided by BOVAEA
  • Any candidate dissatisfied with the marking of his/her answer papers may appeal to BOVAEA within 1 month of notification of the results. The appeal should be submitted together with the fee of RM100.00 per subject, which is non-refundable

Withdrawing From The Examination

  • Candidates can withdraw from the Estate Agent Examination at any time but not within four (4) weeks before the said Estate Agent Examination and 50% of their fees will be forfeited
  • Candidates withdrawing within four (4) weeks of the Estate Agent Examination will have 100% of their examination fees forfeited
  • Candidates absenting themselves from the whole examination will have 100% of their examination fees forfeited unless they can produce Medical Certificate certifying their illness, which renders themselves incapable of sitting for the examination. In these cases, the refund of the fees is at the discretion of BOVAEA
  • The examination fees paid cannot be carried forward to a subsequent examination

Fees

  • The fees per subject is RM50.00 and the processing fee is RM50.00

General Instructions

  • Candidates are to conduct themselves properly at all times since the Examination Centre is made available through the courtesy of the authorities concerned
  • Candidates must bring along their identity cards or other forms of identification at all times
  • Candidates will be supplied with BOVAEA’s Examination pad for their Answer Script
  • Candidates will need to equip themselves with:
    • Pens, pencils, erasers, drawing instruments and calculators (non-programmable)
  • Each candidate will be assigned an index number which will be used throughout the examination
  • Candidates are, at the end of each paper, permitted to remove the question papers, plans or drawings from the examination room provided answers are NOT required to be written on them
  • Smoking is NOT permitted in the Examination Hall
  • Candidates should be dressed properly. Candidates wearing Shorts, T-shirts or Slippers will NOT be permitted to enter into the Examination Hall
  • Candidates are NOT permitted to bring into Examination Hall their handphones

Pathway to Estate Agent License















As you can see, one of the pathway to obtain your Estate Agent License is to take the Estate Agents Examination conducted by BOVAEA or Board of Valuers, Appraisers and Estate Agents in Malaysia.

  • Step 1: Study for the Part 1 of Diploma In Real Estate by yourself or through one of the approved training providers by BOVAEA
  • Step 2: Take the BOVAEA Part 1 Estate Agents Examinations and obtain a PASS in ALL SIX subjects
  • Step 3: Study for the Part 2 of Diploma in Real Estate by yourself or through one of the approved training providers by BOVAEA
  • Step 4: Take the BOVAEA Part 2 Estate Agents Examinations and obtain a PASS in ALL SIX subjects. 
  • Step 5: Become a Probationary Estate Agent, practicing under a registered estate agency for a minimum period of TWO (2) years
  • Step 6: Candidate will be eligible to apply for the Test of Professional Competence after the 2 years post qualifying practical experience
  • Step 7: Candidate will be called for an interview by BOVAEA after passing the Test of Professional Competence
  • Step 8: After passing the interview, candidate will be qualified as an ESTATE AGENT and can be registered to practice!

Real Estate Negotiators vs Real Estate Agents

Do you know what is the difference between a Real Estate Negotiator and a Real Estate Agent? In Malaysia, majority of the people refer to a person involved in real estate or property transaction as an agent. But in reality, most of the "agents" out there are not really real estate agents per se. They are merely real estate negotiators working for real estate agents.

The following are characteristics of a Real Estate Negotiator:

  • Negotiators are salespersons who are not given explicit recognition in the Act or Rules but are informally recognized by BOVAEA as assistants engaged by estate agents in their practice of estate agency under their immediate direction and supervision
  • Hence, negotiators are not authorised to act independently of the estate agency firm and when in doubt members of the public are advised to check with BOVAEA or the estate agency firm concerned.
  • Negotiators can only work for one estate agent at any one time and on a full time basis only

And here are characteristics of a Real Estate Agent:
  • Real Estate Agents are professionals who act as intermediaries between sellers and buyers of real estate or properties. The estate agent assists buyers to source for properties and market properties for owners.
  • In Malaysia, real estate agents may act on behalf of vendor and purchaser and earn a professional fee for each successful transaction he completes be it property sales or rental.
  • A Real Estate Agent has an Estate Agency License awarded by the Board, e.g. E2369 and may recruit up to 20 or 30 real estate negotiators to engage in property transactions for his/her firm.
So, I hope you will be able to differentiate between a Real Estate Negotiator and Real Estate Agent moving forward!

Who is BOVAEA or LPPEH?

BOVAEA or Board of Valuers, Appraisers and Estate Agents is the government body that governs and oversees the valuers and estate agency activities in Malaysia.

It was setup in 1981 under the purview of Ministry of Finance, Malaysia and governed by the provision of Valuers, Appraisers and Estate Agent Act 1981.

LPPEH or Lembaga Penilai, Pentaksir dan Ejen Harta Tanah Malaysia is the Bahasa Malaysia equivalent of BOVAEA.

In Malaysia, the key functions of BOVAEA include:

  • To keep and maintain the Register of Valuers, Appraisers and Estate Agents, Probationary Valuers and Probationary Estate Agents and firms of Valuers, Appraisers and Estate Agents
  • To hold disciplinary proceedings
  • To conduct examinations
  • To prescribe the Scale of Fees
  • To regulate the professional Conduct/Ethics of Valuers, Appraisers and Estate Agents

Diploma In Estate Agency or Diploma in Real Estate Course

Excel Academy is now offering the Diploma in Estate Agency or Diploma in Real Estate Course in Sunway Mentari, Petaling Jaya. The preparatory course will provide assisted learning to students who want to take the Estate Agents Examination conducted by BOVAEA (Board of Valuers, Appraisers and Estate Agents Malaysia). As of 2015, BOVAEA will be conducting the examination twice per year, in May and October.

In order to prepare students in taking the Estate Agents Examination conducted by BOVAEA, Excel Academy recommend students to attend all the lectures conducted by qualified and experienced lecturers.   1. Open to Malaysians 17 years of age and above
  2. Minimum of SPM/MCE Qualification with passes in 5 subjects where 3 of them should be credit level passes. One of the credit subjects must be either Mathematics, Science, Accounts, Commerce
  3. Pass in Bahasa Malaysia at SPM level or equivalent
  4. No prior knowledge or experience in real estate required
